The City of Salisbury retained Jakubiak & Associates, Inc. to study its pattern of municipal growth, make recommendations on the procedures governing annexation, identify how the City should comply with House Bill 1141, and recommend a set of primary principles which should guide the City as it considers future annexations. Jakubiak & Associates, Inc. is also negotiating annexation agreements on behalf of the City, which indicates the City’s continued trust in the professionalism and judgment of the firm.
